The card issuing bank believes that the transaction is risky and related to overseas consumption. Some card issuance acts to help the cardholder's credit card security, and will refuse to process overseas consumption, or set by the buyer himself. The buyer set a limit on the amount of online purchases, so the payment failed. - Credit card payment failed, the code 80090: Cannot Start 3D Authorized Service is displayed
